Create an Event Manager that policies can use to fire interesting events

Create a general purpose event manager that policies can optionally use to fire interesting events. For example the IP White/Blacklist Policy might fire an event when it prevented a request. Another example is that an event can be fired when the Rate Limiting policy A) approaches a limit B) exceeds a limit.
