[DDF] does the phase of the address for a fallback suppose to be 0 for out direction and 1 for in direction? it looks like

does the phase of the address for a fallback suppose to be 0 for out direction and 1 for in direction? it looks like the phase of a fallback address is set to 0. any explanation as to why?
