Cycling through history entries is broken on Windows

    Description

      This issue tracks JBIDE-18284. Cycling through history, especially using the Up Arrow, inserts characters like à in the console, instead of the previous entry in history.

      This does not occur on Linux or Mac, and only on Windows.
