As a SRE, I want the Push Operator to automatically handle upgrades of the operand.

Acceptance Criteria

1. Minor/Patch/CVE upgrades to be fully automated for all operand images
2. If downtime necessary as part of an upgrade, explain it through documentation
3. A version of the operator should handle one version of the operand (the service version).
