NOTICE file for the libs we ship

Not sure if a notice file (see http://svn.apache.org/repos/asf/myfaces/tobago/trunk/tobago-assembly/src/main/resources/NOTICE.txt as an example) is needed for all of our project libs, but since the iOS/Java OTP libs are (re)using code from Google, these two projects should have it.

The NOTICE file (on Java/Android) should be shipped inside of the JAR file as well (META-INF folder of the JAR)
