Prerequisite: Jenkins pipeline job
If PR# job fails sometimes developers need to debug and find out root cause
For that purpose Jenkins job should allocate EC2 instance for time needed on debugging
If nobody was looking into root cause or jenkins job then job should timeout and clean all resources and destroy EC2 instance
