As a developer using the CLI I want to be able to create a binding to a pre existing instance of Keycloak / RHSSO rather than having to create a new one for each project [idm]

Acceptance Criteria:

• Documentation available that explains how this works
• Demo video available which shows this in action
• Automated end to end test available - as part of overall happy path test.
