If the global policy overview is a TP feature, we need to provide a document to guide the users how to setup and then use this feature to check the policy overview across different hubs.

Definition of Done for Engineering Story Owner (Checklist)

• Init a document about the global-hub and global-overview
• How to access grafana. how to configure the grafana datasource.
• write a section to describe the UI changes, including Hub type and ACM console url.
• import the hub cluster with self management disable.
• update the threat-model in stolostron/acm-threat-model
