Steps to Reproduce:

1. Navigate to Infrastructure -> Clusters
2. Notice Data/Time under 'Creation date' column are in en_US locale
3. Navigate to Applications -> Application overview, 'Created' value is in en_US locale

Actual results:

Date/Time in en_US locale

Expected results:

Date/Time should be in target locale.
