Steps to Reproduce:

1. Navigate to Governance -> Policy sets -> Create Policy...
2. Enter value for "Name" and select value for "Namespace"
3. Click on 'Next'
4. Click on select drop-down, its values "Select none (0 items)" and "Select all(x items)" are in English.

Actual results:

"Select none (0 items)" and "Select all(x items)" are in English.

Expected results:

"Select none (0 items)" and "Select all(x items)" should be in target language.
