RBAC user requires additional roles and role bindings to view deployed resources

      Description of problem:

      As per previously opened bug: https://issues.redhat.com/browse/ACM-2172, RBAC user was not seeing resources as deployed due to missing cluster roles and cluster role bindings when deploying applications. After adding the correct roles, RBAC role is able to successfully view the application resources.

      Steps to Reproduce:

      1. Apply roles and rolebindings to allow RBAC user to see the resources as deployed
      2. login as app user
      3. Deploy an application
      4. View the topology

      Actual results:

      resources show as deployed after successfully applying the roles and rolebindings
