Offboard ACM 2.4.Z from COMET and downstream pipleine

Overview

ACM 2.4.Z is officially EOL as of December 10, 2022 and should be offboarded from our downstream process and COMET image repositories, especially as it relates to the daily automated CVE reports.

Tasks

• Remove v2.4 Content Stream from all images that were part of ACM 2.4.Z
• Deprecate all repositories in ACM 2.4.Z that are no longer in ACM 2.5.Z and beyond
• Add ACM 2.4.Z artifacts in the midstream to the ignorelist
• Remove ACM 2.4.Z from CPaaS-driving automation
