Allow ability to add Tags to playbook

1. What is the nature and description of the request?

It would like to be able to include Tags (Job/Skip) to a playbook. 

2. Why does the customer need this? (List the business requirements here)

I often review a generated playbook prior to running on hosts to determine which tasks should be included/excluded. I use Ansible Automation Platform, so I need to add the Task Tags to the Job Template Skip Tags in the Controller UI. I would prefer to update the playbook and not need to update the Job Template in Controller.

3. How would you like to achieve this? (List the functional requirements here)

Add a filter variable (job_tags, skip_tags) at the playbook level to allow the playbook to include/exclude tasks.
