Allow ANSIBLE_KEEP_REMOTE_FILES set at playbook level

When troubleshooting a playbook, it is sometimes helpful to see what files were copied to the remote machine(s). Enabling this on a global level could cause storage issues and would require manual cleanup for all other playbooks. Enabling storage on a single playbook would alleviate this issue.
