Update rh-certified “Download Concurrency” default value

      Problem Description: In the PAH `rh-certified` remote, customers often need to change the default value of “Download Concurrency” due to rate limiting, as noted in AAH-1679 comment

      Proposed Solution: Lower the default value from 10 to 1
