If a resource definition does not override the default restart level of their add operation handler, and thus the handler is expected to implement rollback handling by removing any actions performed during runtime handling. Most subsystems neglect to do this.
I recommend converting this resource to use the generic add operation handler from wildfly-subsystem, which correctly implements operation rollback.
