FlowScoped bean not activated when packaged in EAR

FlowScoped bean is activated correctly when packaged in a WAR file, but not when packaged in an EAR file. It instead throws the error as:

WELD-001303: No active contexts for scope type javax.faces.flow.FlowScoped
