Resolution of WiseCXFConsumerImpl is classpath ordering dependent

We currently have a custom Wise impl of the WSConsumer provided by JBossWS, in order for applying 2 workarounds. The resolution of that is however dependent on classpath ordering, so a different META-INF/services/ entry is required to avoid resolution issues, especially when the classpath is manually built by users in Ant build files.
