Windup bootstrap runs slow even for showing help usage

bin/windup --help or bin/windup takes approx. 5 second to show help usage. This is too slow response.

This is because the help information is generated dynamically (along with source and target information). We would have to have a build step to pre-generate this to get much better performance out of it.

It probably doesn't help that we check for rule updates at the same time. I'm not sure how long that part takes?
