Create XSD for ruletest xml tests

*.windup.test.xml files use wrong XSD schema where are not elements for testing of existing windup rules.

To get easier and validated xml tests we need to create XSD and update all tests to use that instead of <ruletest xmlns="http://windup.jboss.org/schema/jboss-ruleset">
