Eclipse Plugin - Rules Wizard not respecting Rules schema order

When creating a rule containing a hint the xml that is generated is not respecting the order of Elements within the schema.
So the XML is flagged as invalid and the rule will fail to execute if referenced in an RHAMT Analysis run.
