rhamt-cli isn't being set to executable

There has a bug introduced in WINDUP-1833, where the RHAMT home directory is being set as executable instead of the rhamt-cli script. The logic for setting the rhamt-cli script to executable needs to be moved to the rmi client, which would have helped to identify this bug faster.
