Issue Explorer tree collapses once opening/showing the ruleset view

Issues Explorer tree collapses after showing the ruleset view. The rhamt server had already been started, so so this is different flow than normally where you already have the ruleset view visible. Also, most commonly, when you start the server, the issue explorer is empty.
