RHAMT getting started doesn't get displayed after install and restart

      Description

      I installed DevStudio 11.1.0 GA, and then installed 4.0.0.Beta5 via update site. After restart, the getting started page doesn't get displayed. Central is/was open during the time of install of the plugin as well as prior to restarting and i'm not sure if this prevents the getting started page from being displayed.
