      Description

      The Ruleset Editor's UI needs to updated to include some of the team's feedback. The hierarchy tree could be docked to increase screen space for editing. The nested tab folder needs to be docked at the top, and not at the bottom.

      TODO: Include other feedback, and create some sub-tasks.
