[Docs] Change artifact attributes in <project> syntax example

In the "Windup Rules Development Guide", section "3.3.1.3.1. Summary", the snippet of code has the attributes "from" and "to" in <artifact> tag but their names are "fromVersion" and "toVersion" (see "3.3.1.3.2.3. <artifact> Element Attributes").
