    Description

      Based on the Analysis document, the JDBC HA system properties have precedence before model configuration. This logic was correctly implemented in original PR for the RFE. However as it is stated in the PR, the JDBC HA work was integrated to Artemis upgrade tracked by WFLY-9407. It seems that some changes were lost and the system properties have no precedence anymore.
