Timer with immediate execution considered not active and skipped

When scheduling a Timer for immediate (or close) timeout, the related timer task execution may start and check if the timer is active, before the timer is added to the timer service's scheduledTimerFutures map, and in such case the timer task will consider that the Timer is not active and skip the execution.
