Messaging queue attributes must be read-only

Currently, the messaging subsystem's queue and jms-queue resources defines attributes that are writable (eg filter and durable attribute).

This is not correct, once a queue is created with these attributes, they can not be changed for the lifetime of a queue (a durable queue can not become non-durable).
