Migrate javax.json to jakarta.json

This will be a two commit, three step process since the javax.json.api module is in WildFly Core.

1. Create the javax.json.api and org.glassfish.javax.json modules in full. This is the first commit
2. Change the javax.json:javax.json-api and org.glassfish:javax.json dependencies in other modules to jakarta.json:jakarta.json-api and org.glassfish:jakarta.json respectively. This is the second commit.
3. Once core, WFCORE-4648, is merged into WildFly revert the first commit.
