Mixed domain tests don't work when overriding the slave JVM when running with Java 11

Some of the older servers will not launch with Java 11. This requires the slaves to override the Java home path. However the modular JDK parameters are passed to the Java 8 VM arguments which causes the VM to fail to start. These parameters should not be passed.
