The legacy standalone-load-balancer config does not set skip-group-loading="true"

    Description

      All the other configs include skip-group-loading="true" in the local auth config. The standalone-loadbalancer.xml not having is therefore probably wrong, plus it forces the galleon packs to try to match an incorrect legacy which adds unnecessary complexity.
