Update ServiceRemoveStepHandler to use isRuntimeRequired from the AbstractAddStepHandler

The ServiceRemoveStepHandler handler has a close relationship to the add handler, if the add handler made a decision to perform a runtime op it is highly likely that the remove step handler should also be executed at runtime.
