ServiceRemovalHandler should take advantage of provided RuntimeCapability(s) to determine what service(s) to remove

ServiceRemoveHandler requires the provision of a ServiceName to the constructor to tell it what service to remove. It also accepts a RuntimeCapability vararg, but only uses it to deregister the capability, not to remove services. It should also extract data from those capabilities and use that to remove services. That will make directly providing a ServiceName optional.
