Allow runtime checks whether resource transformation should be rejected or discarded

Currently ResourceTransformationDescriptionBuilder only allows you to reject/discard statically. From the work on the clustering transformers it has become clear that we need to be able to do that (or keep the resource for that matter) based on runtime information.
