Manage the xalan test dependency and version from the root pom

We currently have the following scattered around various test poms:

<dependency>
<groupId>xalan</groupId>
<artifactId>xalan</artifactId>
<version>2.7.1.jbossorg-2</version>
<scope>test</scope>

This should be managed by the root pom
