Referral mode should be an enumeration

    Description

      The "referral-mode" attribute of the "dir-context" element only allows the values "ignore", "follow" and "throw". As a consequence it should be an enumeration of these values.

      While fixing the issue I found out that model serialization would generate ALL-CAPS values.
