Ensure the file that backs a KeyStore gets created if it doesn't exist and wasn't flagged as required when attempting to store the KeyStore to the file

Currently, if the file that backs an Elytron key-store resource doesn't exist, executing the store operation fails. However, if the file wasn't flagged as required when creating the key-store resource, it should get created if it doesn't already exist when executing the store operation.
