Add proper ResourceDefinition hooks for setting runtime only, adding aliases

    Description

      If a resource is runtime only or has alias registrations, there's no proper API for configuring these. ResourceDefinition impls are forced to hack this in via the registerAttributes/Operations/Children callbacks.
