LDAP caching for security realm not caching where a user does not exist on the server.

Where the caches are configured within the security realms to cache failures missing users are not cached.

This is due to an IOException being used to report the missing user instead of a NamingException - we deliberately do not cache an IOException as that could also be as a result of the server being temporarily unavailable,
