      Split of https://issues.jboss.org/browse/WFLY-10256 to component trackers

      Artifact wildfly-13.0.0.Alpha1-SNAPSHOT/modules/system/layers/base/org/wildfly/common/main/wildfly-common-1.3.1.Final.jar is expected to be Multi-Release JAR as it has overlay directory by no Multi-Release entry in Manifest
