Inspect limitations of InterceptionFactory usage on interfaces

    Description

      Following up on discussion in CDI-686 and on WELD-2335.

      We should look at what is actually blocking us from running InterceptionFactory on interfaces (if anything) and decide on whether it is a good idea to go that way.

      Note that we already have a test assuming this should fail but there is no such test in TCK.
