Allow to veto AnnotatedType whose bean class is not annotated with bean defining annotation

Only AnnotatedType whose getJavaClass().getName() matches a configurable regex should be vetoed.

This is already possible using an extension but we would like to provide this functionality out of the box.

This is a workaround for problems mentioned in CDI-420.
