Built-in context activators should reside in a single package

The package name should be org.jboss.weld.environment.se.contexts.activate. In 2.3 branch we cannot simply move the classes due to backward compatibility. We should mark them as deprecated and log a warning and replace all occurences on AnnotatedTypes by means of WeldSEBeanRegistrant extension during bootstrap.
