Add setting to allow unescaped equals character in cookie value

Some broken clients do not escape the equals sign in a cookie value, which the spec says they should. Tomcat provides a org.apache.tomcat.util.http.ServerCookie.ALLOW_EQUALS_IN_VALUE system property to allow this, and it would be useful to have a setting to allow it too.
