'permessage-deflate' doesn't work on JSR WebSocket impl

This appears to be due to ServerWebSocketContainer#getInstalledExtensions returning an empty list when it's actually been enabled via per-message-deflate.

This issue was originally spotted while using Spring WebSockets. I'll hopefully have a more succinct example soon using JSR WebSockets directly.
