Dump tool to capture information related to a 3scale deployment

As we have to troubleshoot issues our customers have in on-premises environment it would be extremely useful to have a tool that would capture information related to 3scale deployment, for example:

• are all 3scale pods running and healthy?
• what are the versions of the images
• list all env vars on 3scale DCs
• check for some typical source of issues:
• are all PVs linked correctly
• are the permissions OK? (if possible)

The idea is to create a dump of these things, that the customer can easily generate and attach to the support case, without having to look into different places, run many different commands etc.

This would also be useful for the support team to troubleshoot on-premises issues.

Having some "standard" and focused on 3scale tool could help our customers to self-troubleshoot issues, and the support team too.
