Ability to unsubscribe developers from a service

Use case: As an API provider, I want to be able to deprecate an API for a subset of existing users.

There's currently and endpoint to subscribe developers to a service, the new one requested would be for unsubscribing.

Ideally, this can be achieved from admin portal and via API. Ok to initially implement API endpoint and add UI later.
