Allow providers to use same email address to login admin and dev portal

    Description

      Differentiate between Admin and Developer accounts and allow Admin users to use the same email address (through AD) for logging into Developer Portal, as currently admin users cannot login as developers through AD since the email address already exists in 3scale.
