404 Not Found Error on USERS and INVITATIONS tab on developer account

    Description

      When a user with an administrative role of member logs into a developer account, the user has the following tabs in the `SETTINGS` screen:

      `ACCOUNT DETAILS` `USERS` `INVITATIONS` `INVOICES` `CREDIT CARD DETAILS`

      However, clicking on the USERS and INVITATIONS tabs will result in a 404 Not Found error.
